PREFACE
There are twenty-eight parts to this volume as the 1,450 documents reproduced here amount to over 14,000 pages. These 28 parts collectively comprise the companion volume to The Hauraki Tribal Lands, Parts 1-4 by David Alexander. This volume contains all the reference material necessary to support that report.
The reproduction quality of some plans and deeds is at a lower standard than would normally have been expected. This is because reproduction at the A4 size contained in this part of the volume is a reduction from the much larger size of the original document. Also the general condition of the original document may have deteriorated over the years : ink or pencil lines have faded; pages have been ripped, torn or are missing, and in some instances they have been damaged by water, fire, mildew or insects. The detailed references which are provided enable the reader to check the original source document.
The index to all supporting papers is set out in the preliminary pages found at the beginning of each part of this volume. A user guide is also provided.

USER GUIDE
The Hauraki Tribal Lands Supporting Papers, Parts r to 28 are over 14,0 oo pages of documentation relevant to The Hauraki Treaty Claims, and in particular the work of David Alexander who has researched the history of approximately 700 blocks of Maori land. These were the original Maori land blocks that were alienated mainly to the Crown and in most cases were subsequently sub-divided many times to form the present day pattern of land ownership in Hauraki.
Each document has been given its own unique identifier and has been categorised according to document type and the block of land or subject it relates to.
There are 23 different types of documents which have been labelled Section A through to Section W. These comprise deeds, files, Maori Land Court Minute Book records, survey plans, Certificates of Title, Land Registry Documents, Turton's Publications, Appendices to the Journals of the House of Representatives, Parliamentary Debates and Gazette Notices.
A copy of the main index is included in each part. The main index is organised as follows:

I now bring under your notice the case of a piece of land situate in the Hauraki District, known as Te Awaiti No 2, containing 3000 acres, it was arranged by the people that three persons were to be as trustees for it,in order to facilitate any arrangements for dealings with the said low, that is by leasing or otherwise, well now the people have found that those three have dealt wrongly with the land and that a portion has been sold, that
is why, the case having put into my hands that I apply to you and
your Council under seotion 39 of the Aot of 1894 for an enquiry
into that land, that is to have the rightful persons included therein, I can however state the grounds (of claim) when the application is enquired into.

claims for payment by 1. atives for • e surveys o .6 reserves, and that the Crown gents be ordered to issue to the Natives. There was one block called Waiaro which was not included in the Government survey, and we were called upon to pay for it. The Government Agent, when the land went through the Court, told the Natives that the Government would pay for all the surveys. The Government Agent was Mr. James Mackay. It was a verbal statement. It was seeing that certain reserves had been made in other places, and the Natives had not been charged for them, and it was promised that they would not be charged for the surveys in this block. With regard to the surveys in the Waikawau Block, I ask that the Crown grant should issue. Another application that we make to you is, that the Native owners of the reserve should have power to grant leases to the \_Europeans who wish to occupy them.

You wrote to me liamiama=mmilmelt respecting the land you are living upon, and stated that your brother and Mr R.White were endeavouring to negotiate with the Natives in order that you might occupy it as a sheep run. Your letter was referred to tAr Native Land Purchaser in Auckland who had instructions to try to acquire Otakeo block in conjunction with others along the Loast.
I have just been informed that the purchase of tize Ot\_keo No 2 block( the outside one, marked in red ink in the tracing enclosed( has been completed. With respect to No 1 block which is e Native Reserve and upon vrAch I think your hog üse must stand, the Government have acquired several interests but the' purchase is not yet completed

Mr Cadman is now informed that the Land Board are of opinion that they cannot put the land in the market at more than 716 per ac. and to allow of this being done the land would have to be acquired at about 51- per ac. As the Natives reqiire about 716 per ac. for the land the Government do not see their way to acquire it unless you aro prepared to take it up on a basis calculated at about 101-per ac.
If you can see your way to do this, the Government will be • prepared to try and arrange the purehase, but they cannot think of paying the high pride asked for the lund with a view of throwing•it into the market at a loss.
Personally Mr Cadman is of opinion that this is a
high price to pay for land in the Coromandel peninsula, but the fat that the Maories will not sell at a lower price makes it.impossible for the Government to deal with the matter unless those who take it op on perpetual lease or otherwise are prepared to pay the increased price demanded by the Natives.

I am instructed by several Owners of The Moehau
at the time of the sale of the Moehau Block to the Crown.
My clients state that it was agreed that an area of Eighteen hundred acres should be reserved from the sale and granted to the Natives but that when the survey was made it was found that the area so surveyed was only a little over Thirteen hundred acres. I am instructed that the order of the Native Land Court was for the larger area but that the title has been issued. for the leper area.
My clients ask that the deficiency may be made good and that they should receive a portion of the Crown
Land adjoining the Block to make good the deficiency. I have the honor to be, Sir,

That the said land, was withheld by us from sale, at the time that Moehau was ceded to the Crown, to be a reserve for Us; that the said reserve was to be 1856 acres, and the locality -in which it..was to be situated was arranged at the time of the • sale; and that the order of the Court for the said land was issued to us, the 77 persons for whom the said reserve was intended, on the 13th September 1878; see the Court Minutes for the District of Hauraki Book 11 pp379 to 381 thereof.
When the Native Land Court sat at Coromandel in 1899 .(February) to partition the said land amongst us, we raw the Government map, and found that\_ the area of the said r,serve.was different, viz, only 1365 acres and that 500 acres of our land were lost to us, that is to say that the said 500 acres had -)een included in the land which had been taken for the Crown without our being paid therefor, thus causing us loss and giving us a grievance.
We pray your Hon Assembly to consider our grievance i.e. to cause our 500 acres to be restored to us. Perhaps it was owing to a mistake on the part of the Government Surveyors, that the said 500 acres was included in the Crown's piece.
We also pray that compensation be paid to us for the property on the said land, that is to say for the Kauri timber that was thereon, because if the boundary of our land towards the North is rectified or extended so as to include the 500 acres it will be seen that there'ras a large quantity. of Kauri on that portion all of which,however, has now been cut off by parties who have been working the Kauri thereon under the control and permission of the Crown; and also if Miners rights have been issued in respect of the said land, the 500 acres, then compensation for that also should be paid to us.
We also pray that if your Hon House sees that your petitioners have suffered a 'wrong that you will be pleased to forthwith direct that relief be granted to us. •

PROPOSED EXCHANGE OF MAORI AND CROWN LANDS : WHANGAMATA 6B1 AND SECTION 7. BLOCK OHINEMURI S. D.
By New Zealand Gazette dated 19th July, 1951, page 1001, Section 2, Block VII, Ohinemuri Survey District, comprising 508 acres 2 roods, was set apart as Permanent State Forest land. This area which is surrounded on three sides by State Forest land was required for consolidation purposes.
Adjoining Section 2 is a Maori-owned block, Whangamata 6B1, comprising 365 acres (owned by Herumato Te Moananui and Bros) and as this area is also surrounded by Forest land it is considered desirable that the block be reserved. The land has no access and is not suitable for development.
It has been recommended that Whangamata 6B1 be exchanged for 470 acres Crown land being Section 7, Block III, Ohinemuri Survey District, and the Director of Forestry has asked that this Department undertake negotiations to effect the exchange.
A similar exchange in this district with Crown and Maori land which was later declared State Forest land was completed early 1951 (please see your file 5/5/51). .6....1-t,Aa4 -, 4 ,
• • I attach a plan which clearly sets out the relationship of the various areas concerned and you will see that Section 7 adjoins your Department's Whangamata Development Scheme. Please return the plan with your reply.
I recently received advice from the Chief Surveyor's office, Auckland, that the proposed exchange had been discussed with some of the owners and as they seemed to be favourably impressed a special Government valuation was obtained. This disclosed that there was an equality in exchange of £130 in favour of the Maori land. The Director of Forestry was informed of the position and advice has now been received that the Service is agreeable to meeting the £130 by way of equality of exchange and that the necessary ministerial approval to the expenditure has been obtained.
As it will be necessary for the exchange proposals to be considered by the Maori owners I shall be glad if you will obtain the direction of the Minister to call a meeting of assembled owners. Kindly let me know when the direction has been obtained so that arrangements can be made for this Department to be represented at the hearing.

Your memorandum 17th November 1953:
The special Government Valuation obtained for the Crown and Maori land involved in the exchange was 10/- per acre for the Crown land and 20/- per acre for the Maori land, or £235 and £365 respectively. This meant, of course, that there was a difference of 8130 in equality of exchange.
The only information I have ail regards the nature and suitability for settlement of the Crown area offered in exchange is from a report made in 1951 which stated that. Section 7 Bloak III Ohinemuri 8.D., had no access and was not suitable for development and that the same applied in the case of the Maori land Whangamata 681.
If you require any further information kindly let me know and I will obtain same.

"Palmers" Block. It is practically all steep broken country and of no use for inclusion in the Scheme.
No doubt the Director General of Lands has good reasons for the proposed exchange but it surprises me somewhat that there should be any equity payable to the Maoris and in my opinion both blocks are of little use and the best proposition would be fur the crown to purchase the Maori block outright.
From the point of view of the Maoris I can see no objection to the proposed exchange.

Kindly refer to my memorandum of 28th April 1954:
I am informed by the Director of.Forestry that Ministerial approval has been given to the expenditure of £365 to purchase the Whangamata 6B1 Block from Meeke te Moananui for forestry purposes.
You will recall that the special Government Valuation obtained for this Block was 20/- per acre or £365. The valuation was dated 28th February 1953 and although it is now over a year old, it is very doubtful in view of the nature of the country whether there would be any increase in valuation today, As far as timber on the area is concerned the Conservator of Forests, Auckland, states that the whole area was logged for kauri years ago and with the exception of 2 areas of approximately one acre each, contains no standing timber. The two acres referred to comprise of kauri rickers and could not be classed as milling timber and, in any case would have no commercial value owing to isolation and ruggedness of the country. There is some kauri regeneration on the area but cover value is practically negligible and not worth taking into account with two acres of native bush out of a total of 365 acres.
The desirability of this purchase is clearly shown on the . attached lithograph.
Will you kindly now arrange for the Board of Maori Affairs approval to be obtained to the purchase by the Crown of the Whangamata 6B1 Block from Meeke te Moananui at a price of £365, and if approved, for the necessary steps to be taken to finalize the sale.
It would be appreciated if you could keep me informed of the progress in this purchase.

north of and- completely surrounded by State Forest

This Department has been negotiating for the acquisition of the above block on behalf of the N.Z. Forest Service for addition to the adjoining Provisional State Forest to protect the regenerating Kauri stand.
The land consists mainly of steep range faces with a small amount of mature and rickey' Kauri, Rimu, Totara and Puriri. There is also approximately 100 acres of regeneration Kauri - the balance cover is mainly scrub. A special Government valuation dated October 1964 is £400 (no improvements).The total value of the timber is estimated at £250 plus £50 for the regeneration Kauri and as an appraisal would cost between£200 and £250 it is desired that the purchase of the timber be based on this estimate of £300.
Would you please obtain the approval of the Board of Maori Affairs to the calling of a meeting of assembled owners to consider the following resolution.
"That the block be sold to the Crown for addition to the State forest at a price not less than £700"
There are some 25 owners in the block a number of whom live in the vicinity of Paeroa and it is considered that the meeting should be held at Paeroa. -

REMARKS:
On 12.1.65 the Board of Maori Affairs approved of negotiations for acquisition of this block by the Crown at a price of £700 for the land and timber for the purpose of including the block in the adjoining Provisional State Forest.
A meeting of assembled owners held at Paeroa on 18.2.65 resolved unanimously to sell the block to the Crown at a price of £850 and this resolution was confirmed by the Maori Land Court on 26.3.65. The price of £850 is acceptable to the Crown.
Adoption of the owners' resolution as confirmed by the Court is required under Section 259 of the Maori Affairs Act 1953 to constitute a contract of purchase.
RECOMMENDATION:
That the Board of Maori Affairs adopt the resolution of the meeting of assembled owners, as confirmed by the Maori Land Court on 26.3.65, that the Moehau 2B4C2B2 Block be sold to the Crown at a price of £850.

PURUNUI AND MOTUTERE B ACQUISITION FOR
NEW ZEALAND FOREST SERVICE
Motutere B of 209 acres and Purunui of 594 acres are Maori Land situated in Coromandel Survey District adjacent to Whangapoua State Forest. Messrs Purnell, Jensen and Jenkison, Solicitors of Thames acting for a spokesman of the Maori owners have offered the Maori Interests in Purunui Block for $2,208 on the basis of a Government Valuation of $1,700. Motutere B was cited in the offer as belonging to J.C. Avery.
Title searches of each block show that Motutere B is held by 16 owners with a total of 235 shares. J.C. Avery being the major owner and holder of 115 shares. This land is Maori Land and will require a meeting of assembled owners to pass a resolution authorising sale to the Crown.
Purunui Block is held by 6 owners with a total of
821.95 shares. As one shareholder, a european, is deceased
then a meeting of assembled owners would also be necessary.
A study of the share lists and addresses of owners in each block indicates that a quorum for each at a meeting of assembled owners would be possible.
Special Government Valuations have been obtained for .. each taa, copies of which are enclosed, and they are as follows:
Purunui Block: Area: 594 acres 2 roods

Land Value: $2,400
Capital Value: $2,400
Motutere B: Area: 209 acres. Improvements: Nil Land Value: $500 Capital Value: $500

This land has apparently not been farmed for mEny years but as no Rate Changing Orders have been made by the Court it would appear on the face of it that some-one is using it.
The Renata family are substantial owners in both blocks and from my knowledge I think they may well be reluctant to sell even though the land is eminently suitable for inclusion in the adjacent Whangapoua State Forest.

VALUATION: (a) A Special Government Valuation supplied by the Valuation Department on 23 March 1971 shows the capital value as being $2,400.
(b) A Special Government Valuation supplied by the Valuation Department on 16 April 1971 shows the capital value as being $500. w
REMARKS (a) The Valuation Department's report discloses that this block is situated on the old 309 highway to Whitianga and has reverted to manuka with gorse also being evident. It also discloses that this block has no road access and is suitable only for inclusion in an adjoining holding and that the best use for the block would be for forestry purposes. It is for this reason the Crown wish to purchase the land.
The Special Government Valuation for this land is $2,400 and when including the 15 per cent, $360, the purchase price will not be less than $2,760.
(b) The Valuation Department's report discloses that this block is very broken land covered in light to medium bush and scrub with a small patch of reverted danthonia towards the south boundary. This block has no legal access, except through adjoining Maori land to south west, and is suitable only for afforestation purposes. The Crown wish to purchase this land for that purpose.
The Special Government Valuation for this land is $500 and when including the 15
per cent, $75, the purchase price will not be less than $575.

PROPOSED CROWN PURCHASE OF MAORI LAND
LAND: (a) Purunui Block Blocks X & XI Coromandel

LOCALITY: (a) Situated on the old 309 highway to Whitianga
(b) Situated at the top of the Coromandel range under the shadow of Castle Rock
Both blocks are situated adjacent to Whangapoua State Forest.
OWNERSHIP: (a) There are six owners on the title. (b) There are sixteen owners on the title.
VALUATION: (a) A Special Government Valuation supplied by the Valuation Department on 23 March 1971 shows the capital value as being $2,400.
(b) A Special Government Valuation supplied by the Valuation Department on 16 April 1971 shows the capital value as being $500.
REMARKS: (a) On 9 July 1971 the Board approved of a meeting of assembled owners being called to consider a resolution that the land be sold to the Crown at prices not less than $2,760 and $575 respectively. This land has no road access and is suitable only for inclusion in an adjoining holding and the best use for the block would be for forestry purposes. It is for this purpose that the Crown wish to purchase the land.
(b) The meeting of assembled owners was held on 8 September 1971 the owners passed a resolution to sell to the Crown Moturere B Block for afforestation for a sum of $575 clear to the owners and Purunui Block be sold to the Crown also for afforestation purposes for the sum of $2,900 clear to the owners. This resolution was confirmed by the Maori Land Court at a sitting held at Thames on 29 November 1971.

(c) The Board is accordingly requested to adopt the confirmed resolution.
6. RECOMMENDATION: That the Board of Maori Affairspursuant to the provisions of section 259(2) of the Maori Affairs Act 1953 adopts the resolutions of the assembled owners of the Moturere B Block and Purunui Block and as confirmed by the Maori Land Court to sell these blocks to the Crown for $575 and $2,900 respectively.
